A comfort letter request is used to demonstrate that a particular property is not itself the source of environmental contamination. The property was contaminated by leaking underground storage tanks (LUST) at an adjacent property. The letter asks for the agency to use its enforcement discretion not to take action against the property owner.
Natural Attenuation Modeling is proposed as a non-default exposure prevention closure for dissolved gasoline compounds in groundwater at the subject site. The chemicals of concern are limited to benzene, toluene, ethylbenzene and total xylenes (BTEX). This RISC closure proposal discusses the strategy for closure based on the existing eight or nine groundwater sampling episodes. The general conclusion of this discussion is that the site is a good candidate for natural attenuation modeling closure based on the age of the release, Mann-Kendall stability testing, and statistical goodness-of-fit testing.
